Recently, AQSIQ A questionnaire survey on the impact of foreign technical trade measures on China's export enterprises has been carried out nationwide in 2013.

The survey selected 3148 export enterprises from 31 provinces, autonomous regions and municipalities directly under the central government. The survey results show that in 2013, about 38% of the export enterprises were affected by foreign technical trade measures to varying degrees; the total export trade lost 66 billion 200 million US dollars in the whole year, 2 billion 300 million US dollars lower than that in 2012, accounting for 3% of the total export volume in the same period, and 0.34 percentage points lower than that in 2012; the added cost of enterprises was 24 billion 250 million US dollars, down 1 billion 710 million US dollars compared with 2012. From the survey data, we can see that the direct losses of China's export enterprises affected by foreign technical trade measures still amount to more than 60 billion US dollars, and the impact of foreign technical trade measures on China's foreign trade is still very large. The slight decline of data indicates that some industries and enterprises in recent years have achieved some achievements in spanformation and upgrading, and the technical trade measures led by the quality inspection departments have achieved certain results.

Investigation shows The top five countries and regions that affect the export of Chinese enterprises are the United States, the European Union, Japan, Canada and Latin America, accounting for 31.9%, 29.2%, 9.3%, 3.7% and 2.7% of the total direct loss respectively.

The top five industries affected by foreign technical trade measures are electromechanical instruments, textile shoes and hats, chemical minerals, agricultural products, food and toy furniture, accounting for 41.7%, 23.9%, 18.1%, 6.6% and 4.6% of the total direct loss respectively.

The top five provinces affected by foreign technical trade measures are Jiangsu, Tianjin, Guangdong, Shandong and Zhejiang, accounting for 27.2%, 11.2%, 11.1%, 10.4% and 9.5% of the total direct loss respectively.

sampling display The types of technical trade measures that affect the export of industrial products by our main trading partners are concentrated on five aspects: certification requirements, technical standard requirements, labeling and labeling requirements, toxic and hazardous substances limitation requirements, packaging and material requirements in the industrial products; the types of technical trade measures affecting agricultural products and food exports are concentrated on the requirements of pesticide residue limits in veterinary drugs, heavy metal and other hazardous substances requirements, microbial indicators, food labeling requirements, processing plants and warehouse registration requirements.

Sampling shows that enterprises have strong demand for comprehensive public information services of technical trade measures, and export enterprises are generally more active and active in dealing with foreign technical trade measures. "Strengthening management, independent innovation, improving product quality and competitiveness" has become the preferred practice for enterprises to encounter foreign technical trade measures or technical requirements.
